The only thing I have not tried also the factory reset setting is reinstall my chipset, but I don't know how or what chipset I have, I just know it's AMD and ATI. I suggested either a new reinstall of Windows or to "press F11 on startup to restore my computer to factory settings. I did not anything out of the ordinary except for an update of the computer, but I tried the system restore and it still does not fix my problem. "Windows cannot start this hardware device because its information of configuration (in the registry) is incomplete or damaged. I tried to uninstall, reboot, reinstall, but Windows cannot reinstall the drivers itself. My USB ports have stopped working completely.
